Decision:
The Committee resolved:-
(i) to commend the Adult Support Team on the positive inspection report;
(ii) to instruct the Lead for Social Work to report back to Committee in 2023 with an update regarding progress on the Next Steps; and
(iii) to otherwise note the findings of the recent Joint Inspection of Adult Support and Protection in Aberdeen and next steps.
Minutes:
The Committee had before it a report on the findings of the recent Joint Inspection of Adult Support and Protection (ASP) in Aberdeen which were published on 21st June 2022.
Val Vertigans - Lead Strategic Officer Adult Public Protection, HSCP spoke to the report and responded to questions from members.
The report recommended:-
that the Committee note the findings of the recent Joint Inspection of Adult Support and Protection in Aberdeen and next steps.
The Committee resolved:-
(i) to commend the Adult Support Team on the positive inspection report;
(ii) to instruct the Lead for Social Work to report back to Committee in 2023 with an update regarding progress on the Next Steps; and
(iii) to otherwise approve the recommendation.
7 Audit Scotland - Drug and Alcohol Service Briefing - HSCP.22.048

Decision:
(i) to instruct Simon Rayner to report back to Committee with the completion of the Self Assessment form in order to provide further assurance; and
(ii) to otherwise note the content of the report.
Minutes:
The Committee had before it a report on an Audit Scotland Drug and Alcohol Service Briefing.
Simon Rayner – Alcohol and Drug Partnership, explained that Audit Scotland had published a report in March 2022 on national arrangements for responding to alcohol and drug challenges in Scotland. The report presented to Committee described the local response and mitigations that had been put in place. Mr Rayner spoke to the report and responded to questions from Members.
The report recommended:-
that the Committee note the content of the report.
The Committee resolved:-
(i) to instruct Simon Rayner to report back to Committee with the completion of the Self Assessment form in order to provide further assurance; and
(ii) to otherwise note the content of the report.

Decision:
(i) to agree that reference to the IJB development work on Culture would be added to Principle 1 – Behaving with integrity, demonstrating strong commitment to ethical values and representing the rule of law;
(ii) that the assurance statement would be expanded to include more explanation on procurement;
(iii) to add a seminar topic on Ethical Approach to Commissioning to the Planner; and
(iv) to otherwise agree the recommendations.

The Committee had before it the Annual Governance Statement.
The Chief Finance Officer spoke to the report and responded to questions from members.
The report recommended:-
that the Committee -
(a) comment on and approve in principle the annual governance statement; and
(b) agree that assurances on the governance framework can be provided to Aberdeen City Council and NHS Grampian.
The Committee resolved:-
