The Committee had before it a report by the Interim Director of Corporate Governance which sought approval of the General Safety Certificate to be issued to Aberdeen Football Club annexed as Appendix 2 to the report.

 

The report recommended:

that the Committee approve the General Safety Certificate June 2016 and that it be issued to Aberdeen Football Club.

 

The Committee resolved:

to approve the recommendation.

The Committee had before it, for its consideration, the applications listed in Appendix A to this minute.

 

The Committee resolved:-

that all applications be determined on the basis shown in Appendix A and that all licences were subject to the Council’s standard conditions unless otherwise stated.

APPENDIX A

 

 

1          GRANT OF A LICENCE FOR A HOUSE IN MULTIPLE OCCUPATION

Application Reference Number – 4/01

Premises – 39 Aboyne Road, Aberdeen

 

The Committee was advised that the application had been withdrawn.

 

 

2          GRANT OF A LICENCE FOR A HOUSE IN MULTIPLE OCCUPATION

Application Reference Number – 4/02

Premises – 568 Holburn Street, Aberdeen

 

The Committee had before it a report by Mr Ally Thain, Private Sector Housing Manager and one letter of representation.

 

The Committee heard from the respondent, Mrs Paterson.

 

The Committee then heard from the applicant’s agent, Mr Minchin in support of the application.

 

The Committee resolved:

to defer consideration of the application until the works were completed, after which time the Private Sector Housing Manager could grant the application under delegated powers if appropriate.

 

 

3          GRANT OF A LICENCE FOR A HOUSE IN MULTIPLE OCCUPATION

Application Reference Number – 4/03

Premises – 53 Bannermill Place, Aberdeen

 

The Committee had before it a report by Mr Ally Thain, Private Sector Housing Manager and one letter of representation.

 

The Committee heard from the respondent, Miss Thomson.  The Committee asked questions of the respondent.

 

The Committee then heard from the applicant’s agent, Mr Lamb, in support of the application.  Mr Renton the applicant’s property maintenance manager was also in attendance in support of the application.

 

The Committee asked questions of Mr Lamb and Mr Renton.

 

The Convener, seconded by Councillor Graham moved:-

that the Committee defer consideration of the application until (a) the works were completed, and (b) Mr Lamb had been approved as a registered landlord, after which time the Private Sector Housing Manager could grant the application for a one year period under delegated powers if appropriate with the condition that quarterly maintenance checks of the property were undertaken.

 

Councillor Delaney, seconded by Councillor Townson moved as an amendment:-

that the Committee refuse the application on the grounds that the applicant was not a fit and proper person.

 

On a division, there voted:- for the motion (5) – the Convener and Councillors Donnelly, Graham, Malik and Young; for the amendment (10) – Councillors Copland, Corall, Delaney, Hutchison, Lawrence, MacGregor, Samarai, Taylor, Townson and Yuill.

 

The Committee resolved:

to adopt the amendment.

 

 

4          GRANT OF A LICENCE FOR A HOUSE IN MULTIPLE OCCUPATION

Application Reference Number – 4/04

Premises – 58 Camperdown Road, Aberdeen

 

The Committee had before it a report by Mr Ally Thain, Private Sector Housing Manager and five letters of representation.
