In the absence of the Convener, it was agreed that Councillor Boulton, take the Chair.

Determination of Urgent Business

Minutes:

In terms of Standing Order 33.1, and in accordance with Section 50(B)(4)(b) of the Local Government (Scotland) Act 1973, the Sub Committee was informed that the Convener had determined: (1) that item 2 on the agenda was of an urgent nature to enable the request to be determined in a timely manner; and (2) that the Sub Committee required to consider item 2 and take a decision thereon.

 

The Sub Committee resolved:

to agree with the Convener that item 2 on today’s agenda was of an urgent nature and required to be considered this day.

The press and public were excluded from the meeting for consideration of the following item which contained confidential information in terms of Section 50A 3(b) of the Local Government (Scotland) Act 1973.

3.

Request for Material Change of Circumstances

Minutes:

With reference to article 13 of appendix B of the minute of the meeting of the Licensing Committee of 12 September 2017, the Sub Committee had before it an information sheet prepared by the Head of Legal and Democratic Services in respect of the request.

 

The applicant was not in attendance.

 

The Sub Committee heard from Mr Munro, Legal Advisor, who explained the rationale for the request and advised that the applicant was also requesting an exemption from the street knowledge test and the reason for this.

 

The Sub Committee resolved:

to agree (1) to accept a further application from the applicant on the basis of the material change of circumstances; (2) that the fee be waived should a further application be received; and (3) that the applicant also be exempt from the requirement to undertake the street knowledge test on the basis of the mitigating circumstances.

4.

Application for the Renewal of a Taxi Driver's Licence

Minutes:

The Sub Committee was advised that the application had been granted under delegated powers.
