Planning Officer – Gareth Allison

Minutes:

The Forum had before it a report by Planning and Sustainable Development on submission of a Proposal of Application Notice which outlined a potential planning application for the construction of new infrastructure to facilitate the creation of a new deep water harbour, including new roads, parking and means of access, temporary construction and fabrication areas and other associated development which may include public realm areas, paths, lighting and signage.

 

The report recommended:-

that the Forum –

(a)       note the key issues identified;

(b)       if necessary seek clarification on any particular matters; and

(c)        identify relevant issues which they would like the applicants to consider and address in any future application.

 

The Forum heard from representatives of the applicant who outlined the proposal in greater detail and responded to questions from members.

 

Mr Garfield Prentice, the case officer, then addressed the Forum, providing more detail regarding the planning aspects of the application and responded to questions from members.

 

The Forum resolved:-

(i)           to request that the applicant ensures that landscaping would be reinstated throughout  the proposed development area;

(ii)       to request that the applicant considers and comes forward with measures to mitigate against any impact the proposal may have on access routes to and the use of Doonies Farm;

(iii)      to request that the applicant considers fully any improvements that may be required to the Coast Road and the bridge across the railway, noting that an Environmental Impact Assessment and Transportation Assessment would be undertaken on behalf of the applicant; and

(iv)       to otherwise note the key issues at this stage.
