The Board had before it for its consideration of the recommendations for the Licensing Board Equalities Outcomes and Mainstreaming Report.

Karen Gatherum, Solicitor, briefly discussed the recommendations.

Members raised some queries around hybrid meetings and some of the statutory vocabulary.

The Board resolved: -

To approve the recommendations.

The Board had before them a letter of representation from Police Scotland dated 9 March 2021.

Tony Dawson, Solicitor, spoke in support of the application and addressed the concerns raised.

 

The Board thereafter heard from Sgt Flett.

The Board had before them a letter of representation from Cove and Altens Community Council, dated 10 March 2021.

Niall Hassard, Solicitor for the applicant, addressed the concerns raised and provided detailed information in support of the application and how the licensing objectives will be attained by the applicant.

The Board thereafter heard from Marlene Westland, on behalf of Cove and Altens Community Council.

The Board unanimously resolved:

 

To grant the application.

In response to Members’ questions Mr Munro explained that the application essentially merged two existing licences within the same premises into one licence.

Councillor Cameron declared an interest in respect of the application as one of the applicants was a close personal friend. Cllr Cameron left the meeting and took no part in the determination of this item.

The Board thereafter heard from Brian McMahon in support of the application.

The Board then heard from Alexander Munro, Depute Clerk to the Board that there had been no objections or representations received in connection with the application.

The Board had before them a letter from Police Scotland, dated 15 January 2021.

The Board thereafter heard from Alexander Munro, Depute Clerk to the Board that invites were sent by email and letter however there was no response from the licence holder. The Board further heard from Alexander Munro, Depute Clerk to the Board that the letter was returned with an indication that the licence holder no longer lives at that address. 

 

 

The Board thereafter heard from Sgt Flett.

 

 

The Board unanimously resolved:

 

To revoke the licence.
