(i)            to amend Item 3 at 3 (iii) to include ‘and report to the IJB meeting on 25 June 2020.’

(ii)          to amend Item 9 to read, ’The Board heard that the meeting on 11 February 2020 would now revert to a normal business meeting and not the intended Budget Meeting.’

(iii)         to amend Item 11 to insert after the recommendations, ‘The Board engaged in lengthy and robust discussion during which changes to the Scheme of Governance were identified.

(iv)         that a track changes document capturing the required amendments be made publicly available on the appropriate websites, and

(v)          to otherwise approve the minute as a true record of the meeting.

The Board resolved :-

That Item 12 (Learning Disabilities Service Work with Meridian) be heard in private.

(i)         in respect of item 10 (Supporting Children’s Learning in an Empowered System), to note that officers had advised that the report due before Committee in March 2020 would address matters raised in the recent survey undertaken by the EIS; and

(ii)        to otherwise note the planner.

The Committee resolved:-

(i)         to instruct the Chief Officer - Integrated Children’s and Family Services to undertake a statutory public consultation on proposals to make changes to the Bucksburn Academy and Oldmachar Academy school catchment zones, so that the new housing development at Grandhome is included entirely within the Oldmachar Academy catchment zone with effect from 1 August 2020, and to report back to the Committee on the outcomes of this consultation at its meeting in May 2020; and

(ii)        to note that temporary primary education provision for children living within the Grandhome development, prior to any new schools being constructed at Grandhome, will be moved from Danestone School to Forehill School, with effect from 1 August 2020.

The Committee resolved:-

(i)         to note the proposed repeal of Parts 4 & 5 of The Children and Young People (Scotland) Act 2014 and instruct the Chief Officer Integrated Children and Family Services to remove reference to the Named Person from single and multi-agency guidance; and

(ii)        to agree that the key point of contact in schools be referred to as the

Establishment Contact.

The Committee resolved:-

to approve travel outwith the UK for the study visit for 20 participants to North

Germany and instruct the Chief Operating Officer to sanction this travel with

immediate effect.

The Committee resolved:-

(i)         to approve the draft Self-Evaluation based on the document ‘Improving School Empowerment through self-evaluation: A Framework for Local Authorities’ as contained in Appendix A; in preparation for submission to Education Scotland; and

(ii)        to instruct the Chief Education Officer to submit the Self-Evaluation document when requested to do so by Education Scotland and make this available to Members through the circulation of a Service Update.

The Committee resolved:-

In relation to Leased Centres:-

(i)            recommend to the City Growth and Resources Committee that they instruct the Chief Officer – Corporate Landlord to replace the existing leases and management agreements with ten year leases (or leases for such shorter periods as the tenants may wish) only; such leases to give the Council the power to terminate the leases at any time by providing 12 months’ notice, on specified grounds, and otherwise to contain such provisions as are agreed with the tenants.

(ii)          note that future development grants, as may be agreed via the Council’s budgetary process, will be provided by means of funding letters from the Chief Officer – Early Intervention and Community Empowerment, as detailed in section 9 of this report.

(iii)         agrees that the funding for leased community centres should be agreed as part of the council’s annual budget setting process and recommends to the Council, for 2020/21, there should be no reduction in the direct and indirect financial support provided to leased community centre management committees.

(iv)         notes that the leased community centre management committees will require to seek independent legal advice during the negotiation of new leases and recommends to the City Growth and Resources Committee that they instruct that the Council will meet the reasonable costs of this and that the Chief Officer – Corporate Landlord report to the relevant committee on how this can be facilitated.

In relation to Learning Centres:-

(v)          instruct the Chief Officer – Early Intervention and Community Empowerment to review the Council’s Operational Agreements with learning centre associations over the next 12 months and thereafter to report back to this Committee with the outcome and findings of this review.

The Committee resolved:-

(i)            to note the contents of the Commissioners report, dated 4^th September 2019, as at appendix 3;

(ii)          to acknowledge the updated information as contained in the report, following the joint meeting between representatives of Aberdeen City Council and the Commissioner’s office on the 31^st October 2019; and

(iii)         instruct the Chief Officer – Operations and Protective Services to provide a service update, in late January or early February 2020, regarding the Commissioner’s decision relating to removal of the improvement plan

The Committee resolved:-

(i)            in regards to Welfare Right - % of Successful Appeals, that officers would report back to members by way of email, to clarify the figures contained in the report; and

(ii)          to otherwise note the information contained in the Performance Report.

The Committee resolved:-

(i)            to request that when consulting the Disability Equity Partnership (DEP) on infrastructure projects, that the council do so at as early a point as possible so that the DEP’s input could influence the initial design of projects; and

(ii)          to otherwise approve the revised Constitution of the Disability Equity Partnership.

The Committee resolved:-

(i)            to agree to remove items 6 (Scottish Road Works Commissioner Annual Performance), 8 (Community Learning Centre and Leased Community Centre provision) and 9 (Performance Report);

(ii)          to note that item 5 (Policy that Specifies the Existing Granite Sett and Lock Block Streets) was being removed from this planner and transferred to Council;

(iii)         to note that further information would be circulated to members by means of email, in regard to item 27 (Use of Plastic Based Materials in Roads Construction); and

(iv)         to otherwise note the information on the business planner. 

The Convener advised that there were three requests for deputations in regards to item 10.2 – Review of Leased Centres and Learning Centres.

The Convener reminded members that item 10.2 on the agenda – Review of Leased Centres and Learning Centres, had exempt appendices. 

The Convener previously agreed to hear item 10.2 on the agenda as a matter of urgency.
