The Sub Committee had before it (1) an information note prepared by the Head of Legal and Democratic Services in respect of the application; (2) the event plan; and (3) an email of objection.

 

The information note advised that the item was on the agenda as an objection had been received in connection with the application.  In addition a clear report from Building Standards had not yet been received.

 

The objector, Councillor Reynolds, was not in attendance.

 

The applicant Mr Wilson was present, along with his solicitor, Ms Paul, and spoke in support of the application.

 

The Sub Committee resolved:

to agree that the Head of Legal and Democratic Services grant the application under delegated powers subject to a clear report from Building Standards being received.

The Sub Committee had before it an information note by the Head of Legal and Democratic Services in respect of the application for a public procession order by Cove Gala, with the procession to be held on 11 June 2016.

 

The applicant was not in attendance.

 

The Sub Committee resolved:

to make an order to waive the statutory 28 day notice period.

Renewal of a Taxi Driver's Licence

Minutes:

With reference to article 3 of appendix B of the minute of the meeting of the Licensing Committee of 26 April 2016, the Sub Committee had before it (1) a letter from the Committee’s nominated Occupational Health Service Provider (OH Assist) dated 27January 2016 and (2) a tabled letter again from OH Assist dated 29 April 2016. Both letters were in relation to the applicant.

 

The applicant was present, along with her husband and representative.

 

The Sub Committee resolved:

to grant the application for a six month during which the further assessment as detailed in the letter from OH Assist of 29 April 2016 should be undertaken.

            The Sub Committee had before it correspondence from Poppleston Allen, agents for Vue Cinema which sought an extension of their cinema licence hours for a 24 hour period from 16th December 2015 until 6th January, 2016 to show Star Wars – The Force Awakens.

 

The Sub Committee resolved:-

to grant the variation of the cinema licence as detailed above.

The Sub Committee had before it (1) an information note by the Head of Legal and Democratic Services in respect of the application for a temporary public entertainment licence for John Codona’s Pleasure Fairs Ltd at Aberdeen Winter Village, Union Terrace, Aberdeen; and (2) letters of representation from Environmental Health and the Chief Constable, Police Scotland, c/o Aberdeen City Division.

 

The information note advised that the application was for a temporary public entertainment licence from 26 November 2015 until 3 January 2016. The operating hours sought were from 10am to 10pm hours daily, except on Hogmanay when the applicant was seeking to operate until 2am on 1 January 2016.

 

The application was for fairground rides, an ice rink, live band performances, and variety and musical shows for two marquees.

 

Mr Gilchrist, Environmental Health, was in attendance and advised that further to the letter of representation having been submitted an event noise management plan had been submitted by the applicant and the contents of this had been accepted by Environmental Health.

 

The Sub Committee heard from Sergeant Gillian Flett speak in support of the letter of representation from the Chief Constable, Police Scotland, c/o Aberdeen City Division.

 

The applicant, Mr Codona, was in attendance, along with a representative, Mr Cooper, and Mr Craig, from Aberdeen Inspired. Mr Cooper spoke in support of the application.

 

The Sub Committee resolved:-

to grant the application with the condition that the operation of the “Bomber” cease at 1am on 1 January 2016.

The Sub Committee had before it an information note by the Head of Legal and Democratic Services in respect of the application for a temporary street trader’s licence for Spree Book Publications Ltd.

 

The information note advised that the application was for a street trader’s licence to sell Spree books outside Marks and Spencers at the St Nicholas Centre on 10, 11 and 12 September 2015 between 9am and 5.30pm.  It further advised that the Licensing Committee had the following guideline in respect of street trader licences: “That no street trading be permitted in Union Street or any pedestrianised area in the City Centre save where a special case can be made out by the applicant or the licence holder as to why the Guideline should not apply”.

 

The applicants were in attendance and spoke in support of the application, advising why this was a special case and therefore why the Guideline should not apply.

 

The Sub Committee resolved:-

to grant the application.
