The Committee had before it a report by the Interim Director of Corporate Governance which sought approval to undertake a procurement exercise to implement a new Human Capital Management system, which would supersede several existing systems including the current HR and Payroll system known as PSe which is approaching its end of life and is no longer fit for purpose.

The report recommended:-

that the Committee –

(a)       instruct officers of the Head of IT and Transformation and Head of Commercial and Procurement Services to undertake a compliant procurement exercise for a Human Capital Management system; and

(ii)        thereafter to approve the capital spend of £800k for the purchase of a Human Capital Management system from the successful bidder.

The Committee resolved:-

to approve recommendation.
