Decision:
(i) to request that a report be brought back to this committee in Autumn 2022, providing details on the impact the funding has had on the support for care leavers; and
(ii) to otherwise note the progress and activities outlined in this report.
Minutes:
The Committee had before it a report by the Chief Officer – Integrated Children’s and Family Services, which provided members with an update on the implementation of the scheme to support the digital needs of care leavers.
The report recommended:-
that the Committee note the progress and activities outlined in the report.
The Committee resolved:-
(i) to request that a report be brought back to this committee in Autumn 2022, providing details on the impact the funding has had on the support for care leavers; and
(ii) to otherwise approve the recommendation contained in the report.

5 Winter Maintenance Operations - Post 20/21 Winter Report - OPE/21/113 PDF 277 KB
Decision:
The Committee resolved:-
(i) to note the content of the report;
(ii) to instruct the Chief Officer – Operations and Protectives Service to bring back a further report to this Committee in September 2021 incorporating a revised Roads Winter Service Plan in advance of the 2021/22 winter period;
(iii) to request that officer work with the media team to ensure communications are issued in relation to the correct use of grit bins; and
(iv) to thank officers for their continued efforts in delivering the winter maintenance operations.
Minutes:
The Committee had before it a report by the Chief Officer – Operations and Protective Services, which provided Members with an overview of the strategy that the roads operations operated throughout the city during the winter of 2020/21.
The report recommended:-
that the Committee -
(a) note the content of this report; and
(b) instruct the Chief Officer of Operations and Protective Services to bring back a further report to this Committee in September 2021 incorporating a revised Roads Winter Service Plan in advance of the 2021/22 winter period.
The Committee resolved:-
(i) to request that officers work with the media team to ensure communications were issued in relation to the correct use of grit bins;

The Committee resolved:-
to approve the following:
(i) A new Payment for Skills Levels scheme (3.1)
(ii) With effect from 1st April 2021 a 1.5% increase in the level of:
· Fostering Allowance (3.2)
· Adoption Allowance (3.3)
· Kinship Allowance (3.4)
· Supporting Lodgings Allowance (3.5)
(iii) An increase in the level of fee charged for Inter-Country Adoptions (3.6);
(iv) An increase in the fee paid to Independent Chairs of Adoption and Permanence/Fostering Panels (3.7); and
(v) With effect from 1st April 2021 a 1% increase in the fees paid to Curators-ad-litem/Reporting Officers (3.8)
Minutes:
The Committee had before it a report by the Chief Officer – Integrated Children’s and Family Services, which sought agreement to increase the allowances paid to foster carers, adopters, kinship carers and carers who provided supported lodgings. It also proposed a new Payment for Skills levels scheme for foster carers and set out proposals to increase the fees paid to Curators-ad-litem, Reporting Officers and Panel Chairs.
The report recommended:-
that the Committee approve the following -
(a) A new Payment for Skills Levels scheme (3.1)
(b) With effect from 1st April 2021 a 1.5% increase in the level of:

· Adoption Allowance (3.3)
· Kinship Allowance (3.4)
· Supporting Lodgings Allowance (3.5)
