The Board had before them a letter of objection from NHS Grampian dated 1 March 2017 and a letter of Representation from Police Scotland dated 16 February 2017.

 

The Board heard Sergeant Flett speak to the letter of representation and Mrs Wilson speak to the letter of objection.

 

Thereafter, the applicant addressed the Board in support of the application.

 

The Board resolved:-

 

To grant the application with the local condition of CCTV.

The Board had before it for its consideration, letters of objection from Police Scotland dated 28 February 2017, NHS Grampian dated 28 February 2017 and a member of the public dated 27 February 2017, also a memo of representation from the Environmental Health Officer dated 22 February 2017.

 

The Board heard Sergeant Flett and Mrs Wilson speak to the letters of objection and Mr Gilchrist speak to the memo of representation. The member of the public was not present to speak to their letter of objection.

The Convener moved to refuse the application on the grounds it is outwith Board policy.

 

Councillor Donnelly moved an amendment to grant the application with a terminal hour of 03.45 on trial for one year.

 

On division there voted for the motion (6) The Convener, Councillors Cameron, Copland Townson, Grant and Copland; for the amendment (2) Councillors Donnelly and Lawrence.

 

The Board resolved:-

 

To adopt the motion to refuse the application but to allow the request to hear the application again within the next twelve months.
