The Board thereafter heard from Janet Hood, Solicitor for the applicant, in support of the application.

The Board unanimously resolved:

The Board heard from Sandy Munro, Depute Clerk to the Board that there are objections from Police Scotland and a member of the Public. The Board further heard from Sandy Munro, that the applicant sought to vary on consumption terminal hour on Monday, Tuesday, Wednesday, Thursday and Sunday to 03:00 which is outwith the policy.

The Board thereafter heard from Archie MaCiver, on behalf of applicant, in support of the application.

The Board heard from Police Scotland that they are objecting to the application on the grounds that the terminal hour sought from Sunday to Thursday falls out with Board Policy for Aberdeen city centre licensed premises.

The public objector was absent.

The Board unanimously resolved:

To refuse the application.

The Board thereafter heard from applicant, Richard Bleakley, speak in support of the application.

The Board heard from Sandy Munro, Depute Clerk to the Board, that the LSO had advised that the premises licence holder appears to have gone into administration and the premises has been closed for a period of time.

The Board thereafter heard from Cllr Boulton that there is a new business group looking to occupy the premises that may be interested in having the premises licence transferred.

The Board unanimously resolved:

To defer the review of the premises licence to the next Board meeting.

The Board heard from Sandy Munro, Depute Clerk to the Board, that the premises licence holder contacted licensing on 17 January 2024 and advised that arrangements will be made to pay the outstanding annual fee. The Board further heard from Sandy Munro, that the payment had not been received as of 24 January 2024. 

The Board unanimously resolved:

To defer the review of the premises licence to the next Board meeting.

The Board further heard from Sandy Munro, that the LSO had exhausted all avenue to contact the premises licence holder but was unsuccessful.

To revoke licence.
