Determination of Exempt Business

Minutes:

Prior to considering the matters before the Sub Committee, the Sub Committee resolved in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973, to exclude the press and public from the meeting for article 9 of the agenda so as to avoid disclosure of exempt information of the class described in paragraph 9 of Schedule 7(A) to the Act.

The Sub Committee had before it the minute of its previous meeting of 4 December, 2013.

 

The Sub Committee resolved:-

to approve the minute as a correct record.

4.

Reduction in General Waste Container Size Following Introduction of Mixed Recycling Collections pdf icon PDF 89 KB

Minutes:

With reference to Article 5 of the minute of meeting of the Sub Committee of 4 December, 2013, the Sub Committee had before it a report by the Waste and Recycling Manager which provided an options appraisal with recommendations on general waste capacity and waste bin sizes.

 

The Head of Environment Services and the Waste Strategy Manager talked the Sub Committee through the report. 

 

The report recommended:-

that the Sub Committee -

(a)       approves the reduction in general waste bin capacity from 240l to 180l for residents receiving existing kerbside recycling collections; and 

(b)       that this reduction in capacity is implemented in conjunction with the roll out of mixed recycling collections with glass.

 

The Sub Committee resolved:-

(i)         to approve the recommendations contained in the report; and

(ii)       to refer the report to the Housing and Environment Committee for consideration.

5.

Recycling Service Changes and Implications for Mixed Messaging (H&E/14/022) pdf icon PDF 99 KB

Minutes:

The Sub Committee had before it for its information a report by the Waste and Recycling Manager which provided an update on existing recycling services, proposed pilot schemes over the next year and the impact these had upon the effective messaging of increasing recycling performance, before the report goes to the Housing and Environment Committee for consideration.

 

The Head of Environment Services talked the Sub Committee through the report. 

 

The report recommended:-

that the Housing and Environment Committee note the implications of this report and instructs officers to arrange a members’ briefing session to explain the changing services.

 

Councillor Finlayson requested that Officers make reference in the report to the collection of recyclate from Council facilities. The Head of Environment Services agreed that this would be done.

 

The Sub Committee resolved:-

to accept the addition from Cllr. Finlayson and to otherwise note the report.

6.

Installation of Food Waste and Recycling Facilities on Private Land (H&E/14/024) pdf icon PDF 497 KB

Minutes:

The Sub Committee had before it for its information a report by the Waste and Recycling Manager which established the legal positioning of Aberdeen City Council (the Council) in relation to installation of food waste and recycling facilities on land not owned or managed by the Council, before the report goes to the Housing and Environment Committee for consideration.  

 

The Head of Environment Services talked the Sub Committee through the report.

 

The report recommended:-

that the Housing and Environment Committee notes the report and approves the use, as a last resort, of legislative notices to ensure all residents are treated equally in the provision of food waste collection and recycling services.

 

The Sub Committee resolved:-

to note the contents of the report.

The Sub Committee had before it for its information a report by the Waste and Recycling Manager which updated the Sub Committee on the existing Aberdeen City Waste Strategy 2010-2025 and asked it to note the amended version, before the report goes to the Housing and Environment Committee for consideration.

 

The Head of Environment Services talked the Sub Committee through the report.

 

The report recommended:-

that the Housing and Environment Committee approves the revised Aberdeen City Waste Strategy 2014-2025 and recommends it for the Finance, Policy and Resources Committee.

                                                                                                       

The Sub Committee resolved:-

to note the contents of the report.

In accordance with the decision taken at article 2 of this minute, the Sub Committee considered the following item of business with the press and public excluded.

8.

Zero Waste Project Progress Report

Minutes:

The Sub Committee had before it a report by the Zero Waste Project Co-ordinator and the Waste and Recycling Manager which provided an update on the progress with the SITA Contract variation and the Energy from Waste review.

 

The Zero Waste Project Co-ordinator talked the Sub Committee through the report.

 

The report recommended:-

that the Sub Committee notes the progress to date, and notes the intention to bring detailed proposals related to the SITA Contract variation to the next meeting, on 7 May 2014.     

The Sub Committee resolved:-

to approve the recommendations contained in the report.
