In terms of Standing Order 28(5)(vi), and in accordance with Section 50(B)(4)(b) of the Local Government (Scotland) Act 1973, the Sub Committee was informed that it had to determine: (1) that the item on the agenda was of an urgent nature; and (2) that the Sub Committee required to consider the item and take a decision thereon.

The Sub Committee resolved:

to agree that the item was of an urgent nature and required to be considered this day.

With reference to article 24 of appendix A of the minute of the meeting of the Licensing Committee of 30 June 2015, the Sub Committee had before it an information note by the Head of Legal and Democratic Services regarding the application.

The information note advised that the application required to be determined by 25 August 2015 and that to date a substitute vehicle had not passed the required vehicle inspection.

The applicant was not in attendance.

The Sub Committee resolved:

to refuse the application.
