Determination of Urgent Business

Minutes:

In terms of Standing Order 28(5)(vi), and in accordance with Section 50(B)(4)(b) of the Local Government (Scotland) Act 1973, the Sub Committee was informed that it had to determine: (1) that the items on the agenda were of an urgent nature; and (2) that the Sub Committee required to consider the items and take a decision thereon.

 

The Sub Committee resolved:

to agree that the items were of an urgent nature and required to be considered this day.

Application for a Temporary Street Trader's Licence - Spree Book Publications Ltd pdf icon PDF 58 KB

Minutes:

The Sub Committee had before it an information note by the Head of Legal and Democratic Services in respect of the application for a temporary street trader’s licence for Spree Book Publications Ltd.

 

The information note advised that the application was for a street trader’s licence to sell Spree books outside Marks and Spencers at the St Nicholas Centre on 10, 11 and 12 September 2015 between 9am and 5.30pm.  It further advised that the Licensing Committee had the following guideline in respect of street trader licences: “That no street trading be permitted in Union Street or any pedestrianised area in the City Centre save where a special case can be made out by the applicant or the licence holder as to why the Guideline should not apply”.

 

The applicants were in attendance and spoke in support of the application, advising why this was a special case and therefore why the Guideline should not apply.

 

The Sub Committee resolved:-

to grant the application.
