Determination of Urgent Business

Minutes:

In terms of Standing Order 28(5)(vi), and in accordance with Section 50(B)(4)(b) of the Local Government (Scotland) Act 1973, the Sub Committee was informed that it had to determine: (1) that the items on the agenda were of an urgent nature; and (2) that the Sub Committee required to consider the items and take a decision thereon.

 

The Sub Committee resolved:

to agree that the items were of an urgent nature and required to be considered this day.

Application for a Temporary Public Entertainment Licence - John Codona's Pleasure Fairs Ltd pdf icon PDF 28 KB

The Sub Committee had before it (1) an information note by the Head of Legal and Democratic Services in respect of the application for a temporary public entertainment licence for John Codona’s Pleasure Fairs Ltd at Aberdeen Winter Village, Union Terrace, Aberdeen; and (2) letters of representation from Environmental Health and the Chief Constable, Police Scotland, c/o Aberdeen City Division.

 

The information note advised that the application was for a temporary public entertainment licence from 26 November 2015 until 3 January 2016. The operating hours sought were from 10am to 10pm hours daily, except on Hogmanay when the applicant was seeking to operate until 2am on 1 January 2016.

 

The application was for fairground rides, an ice rink, live band performances, and variety and musical shows for two marquees.

 

Mr Gilchrist, Environmental Health, was in attendance and advised that further to the letter of representation having been submitted an event noise management plan had been submitted by the applicant and the contents of this had been accepted by Environmental Health.

 

The Sub Committee heard from Sergeant Gillian Flett speak in support of the letter of representation from the Chief Constable, Police Scotland, c/o Aberdeen City Division.

 

The applicant, Mr Codona, was in attendance, along with a representative, Mr Cooper, and Mr Craig, from Aberdeen Inspired. Mr Cooper spoke in support of the application.

 

The Sub Committee resolved:-

to grant the application with the condition that the operation of the “Bomber” cease at 1am on 1 January 2016.

The information note advised that the application was for a temporary market operator’s licence from 26 November 2015 until 3 January 2016. The operating hours sought were from 10am to 10pm hours daily, except on Hogmanay when the applicant was seeking to operate until midnight.

The Sub Committee resolved:-

to grant the application.
