Determination of Urgent Business

Minutes:

In terms of Standing Order 33.1, and in accordance with Section 50(B)(4)(b) of the Local Government (Scotland) Act 1973, the Sub Committee was informed that the Convener had determined: (1) that the items  on the agenda were of an urgent nature to enable the applications to be determined in a timely manner; and (2) that the Sub Committee required to consider the items and take decisions thereon.

 

The Sub Committee resolved:-

to agree with the Convener that the items on today’s agenda were of an urgent nature and required to be considered this day.

Application for the Renewal of Private Hire Car Driver's Licence - G. Mahmud pdf icon PDF 59 KB

Minutes:

The Sub Committee were advised that the application had been withdrawn.

3.

Application for Public Charitable Collection - Friends of Anchor pdf icon PDF 57 KB

Minutes:

The Sub Committee had before it an information note prepared by the Head of Legal and Democratic Services in respect of the application.

 

The information note advised that Friends of Anchor had applied to hold a public charitable collection within the Quadrangle, Marischal College.  The application had been submitted on 2 October 2017, which was less than one month before the proposed collection, and therefore did not comply with the statutory 28 day notice period.

 

The applicant, Ms Kirsten Horne, Friends of Anchor, was in attendance and spoke in support of the application, explaining why the application had been submitted outwith the statutory 28 day notice period.

 

The Sub Committee resolved:

to make an order to waive the statutory 28 day notice period and to accept the application.

The press and public were excluded from the meeting for consideration of the following items which contained confidential information in terms of Section 50A 3(b) of the Local Government (Scotland) Act 1973.

Application for the Renewal of Taxi Driver's Licence

Minutes:

The Sub Committee were advised that the application had been withdrawn.

5.

Application for the Renewal of Taxi Driver's Licence

Minutes:

The Sub Committee had before it an information note prepared by the Head of Legal and Democratic Services in respect of the application, which advised that a report from the Council’s occupational health provider (OH Assist) was still awaited.

 

The Sub Committee heard from the applicant, who requested that his application be withdrawn.

 

The Sub Committee resolved:-

(i)         to note that the applicant had withdrawn his application;

(ii)        to note that the applicant would submit a fresh application in due course to allow a report from OH Assist to be received; and

(iii)       to waive the fee of the application and the requirement for the applicant to undertake a street knowledge test.
