Declarations of Interest and Transparency Statements
12/11/2024 - Members are requested to declare any interests or connections
Members were requested to intimate any Declarations of Interest or Transparency Statements in respect of the items on the agenda.
The Committee resolved:-
(i) to note that the Convener advised that he had a connection in relation to item 9.2 (Fairer Aberdeen Fund Annual Report) as he was a Council appointed representative to Aberdeen Foyer and Fairer Aberdeen Fund Board, however, having applied the objective test he did not consider that his connections amounted to an interest which would prevent him from participating in the discussion on the items;
(ii) to note that the Councillor Kusznir advised that he had a connection in relation to item 9.2 as he was a Board Member of Aberdeen Citizen Advice Bureau, however, having applied the objective test he did not consider that his connections amounted to an interest which would prevent him from participating in the discussion on the items;
(iii) to note that the Vice Convener advised that he had a connection in relation to item 9.2 as he was a Council appointed representative to the Fairer Aberdeen Fund Board, however, having applied the objective test he did not consider that his connections amounted to an interest which would prevent him from participating in the discussion on the items; and
(iv) to note that Councillor Brooks advised that he had a connection in relation to agenda item 9.2 as he had family members working in partnership with Aberdeen Citizen Advice Bureau, however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the items.
02/09/2024 - Declarations of Interest and Transparency Statements
(i) to note that Councillor Kusznir advised that he had connections in relation to agenda item 9.2 (Accessing Money Advice and Advisory Services) as he was (1) a Board Member of Aberdeen Citizen Advice Bureau; (2) a current employee of Burnett and Reid Solicitors and with regard to Taggart Meil and Mathers Solicitors which had been assumed as part of Burnett and Reid; and (3) a financial guardian for four individuals however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the item;
(ii) to note that Councillor Brooks advised that he had a connection in relation to agenda item 9.2 as he had family working for Aberdeen Citizen Advice Bureau and adjacent organisations however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the items.
(iii) to note that Councillor Watson advised that he had a connection in relation to the agenda as he was on the Executive of Aberdeen Trades Union Council however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the item; and
(iv) to note that Professor Bone advised that he had a connection in relation to agenda item 9.1 (Working in Partnership for Aberdeen – Supporting People with the Cost of Living: Round Two of Funding Allocations) as he was a Board Member or CFINE however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the item.

(i) to note that Councillor Brooks advised that he had a connection in relation to agenda item 9.4 (Accessing Money Advice Services) as he had immediate family members who worked in Customer Services within Aberdeen City Council however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the item;
(ii) to note that Councillor Kusznir advised that he had a connection in relation to agenda item 9.4 as he was a Board Member of Aberdeen Citizens’ Advice Bureau however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the item;
(iii) to note that Councillor Watson advised that he had a connection in relation to agenda item 9.4 as he was on the Executive of Aberdeen Trades Union Council however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the item;
(iv) to note that Sophy Green advised that she had a connection in relation to agenda item 9.5 (Working in Partnership for Aberdeen - Supporting People with the Cost of Living) as she was Chief Executive of Instant Neighbour however, having applied the objective test she did not consider that her connection amounted to an interest which would prevent her from participating in the discussion on the item; and
(v) to note that Dr Bone advised that he had a connection in relation to agenda item 9.5as he was a Board Member or CFINE however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the item.
25/03/2024 - DECLARATIONS OF INTERESTS OR TRANSPARENCY STATEMENTS
Members were requested to intimate any Declarations of Interest or Transparency Statements in respect of the items on the agenda.
The Committee resolved:-
(i) to note that Councillor Brooks advised that he had a connection in relation to agenda item 9.2 (Fairer Aberdeen Fund Annual Report) as he was founder and Chairman of the TLC Charity which was part of the Trussell Trust family of food banks however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the items;
(ii) to note that Councillor Kusznir advised that he had a connection in relation to agenda item 9.2 as he was a Board Member of Aberdeen Citizens Advice Bureau however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the items;
(iii) to note that the Convener advised that he had a connection in relation to agenda items 9.1 (Six monthly update on the Memorandum of Understanding with the Department of Work and Pensions) and 9.2 as he was a European Economic Area national and a Board Member of Fairer Aberdeen respectively, however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the items; and
(iv) to note that Dr Bone advised that he had a connection in relation to agenda item 9.2 as he was a Board member of CFINE however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the items.

(i) to note that Councillor Brooks advised that he had a connection in relation to agenda items 9.1 (Population Needs Assessment) and 9.2 (External Advisers' Report) as he was founder and Chairman of the TLC Charity which was part of the Trussell Trust family of food banks however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the items;
(ii) to note that the Convener advised that he had a connection in relation items 9.1 and 9.2 as he was a Council appointed representative to Community Food Initiatives North East (CFINE) Board, Aberdeen Foyer and Fairer Aberdeen Fund Board and Chair of the Granite City Good Food Steering Group, however, having applied the objective test he did not consider that his connections amounted to an interest which would prevent him from participating in the discussion on the item; and
(iii) to note that Dr John Bone had a connection with item 9.2 as he was a Director of CFINE, however having applied the objective test he did not consider that his connections amounted to an interest which would prevent him from participating in the discussion on the item.

(ii) to note that Councillor Brooks advised that he had a connection in relation to agenda item 9.4 (Family Wellbeing Fund and Fuel Poverty) and 9.5 (Initiatives to support bringing people out of poverty) as he was founder and Chairman of the TLC Charity which was part of the Trussell Trust family of food banks however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the items; and
(iii) to note that Dr John Bone advised that he had a connection in relation to agenda items 9.4 and 9.5 as he was a Board member of C-Fine however, having applied the objective test he did not consider that his connection amounted to an interest which would prevent him from participating in the discussion on the items.
