The Convener explained that she was not accepting item 3 (Festive Weekend Car Parking) onto the agenda as the proper process had not been followed in terms of Standing Orders.

In terms of Standing Order 28(6)(vi), and in accordance with Section 50B(4)(b) of the Local Government (Scotland) Act 1973, the Committee was informed that it had to determine (1) that the remaining items on the agenda were of an urgent nature; and (2) that the Committee required to consider the items and take decisions thereon.

The Committee resolved:-

to agree that items 2 (City Region Deal) and 4 (Memorandum of Understanding) were of an urgent nature due to the imminent deadlines involved, and required to be considered this day.

It was agreed that the following item be brought forward to allow the confidential report on the City Region Deal to be considered as the last item of business.

The Committee had before it a report by the Director of Communities, Housing and Infrastructure which sought approval for a Memorandum of Understanding (MOU) to be signed between Aberdeen City Council (ACC) and the Fuel Cells and Hydrogen Joint Undertaking (FCH JU).

The report recommended:-

that the Committee grant approval to sign the MOU between ACC and FCH JU.

The Committee resolved:-

(i)           to approve the recommendation; and

(ii)          to delegate authority to the External Funding and Policy Executive Officer to sign the MOU between ACC and FCH JU.

The press and public were excluded from the meeting for consideration of the following item which contained confidential information in terms of Section 50A 3(a) of the Local Government (Scotland) Act 1973.

The Committee had before it a report by the Director of Communities, Housing and Infrastructure which presented the Financial Agreement of the Aberdeen City Region Deal and sought agreement for the delegation of authority for the Agreement to be signed.

The Council resolved:-

to approve the recommendations contained within the report subject to minor alterations to recommendations (iv) and (v).
