The Sub Committee had before it (1) an information sheet prepared by the Chief Officer – Governance, which advised that the applicant sought approval for a Public Entertainment Licence with a capacity of 2,500 for an event on 26/27 September 2021; and (2) the completed application, the event operating plan including the fire risk assessment and evacuation plan and the ground and first floor layout plans.

 

The event Directors, Mr Rory Masson and Mr Scott Forrest and the owner of the premises Mr Darren Margach were in attendance and were represented by their agent Mr Stephen McGowan, who all spoke in support of the application and responded to questions from members of the Committee.

 

Ms Hazel Stevenson, Environmental Health Manager and Sergeant Gillian Flett, Police Scotland were also in attendance and responded to questions from members of the Committee.

 

The Sub Committee resolved:-

(i)       to approve the application and permit a capacity of 2,500 on 26/27 September 2021; and

(ii)       to agree (1) to dispense with the Environmental Health Officer’s condition that no amplified music or noise emitted from the use of microphones/speakers or other forms of music entertainment within the outdoor drinking area is permitted; and (2) to allow the use of the aforesaid area until 22:30 hours.
