Meeting:  Wednesday, 17th January, 2018 9.30 am - Planning Development Management Committee

3. Proposed Community and Sports Facilities, Football Academy, (comprising outdoor pitches, pavilion, ancillary buildings), Stadium (20,000 capacity), ancillary uses, formation of access roads, parking and associated landscaping and engineering works - 170021

  • Councillor Alexander McLellan - - Councillor McLellan declared an interest by virtue of his employment with Kevin Stewart MSP – Aberdeen Central, who had publicly supported the approval of the stadium.
  • Councillor Alison Alphonse - - Councillor Alphonse declared an interest by virtue of her having business dealings with Stewart Milne, Chairman of Aberdeen Football Club. Councillor Alphonse left the hearing and took no part in the consideration of the item;
  • Councillor Ciarán McRae - - Councillor McRae declared an interest by virtue of his employment with Kevin Stewart MSP – Aberdeen Central, who had publicly supported the approval of the stadium.
  • Councillor Dell Henrickson - - Councillor Henrickson declared an interest by virtue of him being a season ticket holder with Aberdeen Football Club (the applicant) and also a shareholder for Aberdeen Football Club. Councillor Henrickson left the hearing and took no part in the consideration of the item;
  • Councillor Gill Samarai - - Councillor Samarai declared an interest by virtue of her employment with Mark McDonald MSP who had publicly supported the approval of the stadium;
  • Councillor Jackie Dunbar - - Councillor Jackie Dunbar declared an interest by virtue of her employment with Kevin Stewart MSP – Aberdeen Central, who had publicly supported the approval of the stadium.
  • Councillor John Cooke - - Councillor Cooke declared an interest by virtue of him being a member of Aberdeen and Grampian Chamber of Commerce and also as a member of Strategic Development Planning Authority (SDPA);
  • Councillor Marie Boulton - - Councillor Boulton declared an interest by virtue of her being the Chairperson for SDPA
  • Councillor Michael Hutchison - - Councillor Hutchison declared an interest by virtue of (i) his employment with Kevin Stewart MSP who had publicly supported the approval of the stadium, (ii) his employment with the British Army regarding Gordon Barracks agreement with Aberdeen Football Club for the use of the training facilities at Gordon Barracks, (iii) his membership of Foundations of Hearts who partly owned Hearts of Midlothian Football Club, who had commented on the application and (iv) his small personal shareholding in Hearts of Midlothian FC who had commented on the application.
  • Councillor Neil Copland - - Councillor Copland declared an interest by virtue of him being a substitute member on SDPA.
  • Councillor Steve Delaney - - Councillor Delaney declared an interest by virtue of him knowing some of the respondents who were due to address the committee

6.1 70 Countesswells Road - 171336

  • Councillor John Cooke - Personal - Councillor Cooke declared an interest in the following item due to being a member of the Gordon Highlander Museum Advisory Board and also a Friend of the Museum. The museum is in close proximity to the proposed application and also has a coffee shop. Councillor Cooke took no part in the deliberation or determination of the item and withdrew from the meeting.

6.5 Bankhead Inn, 161-165 Bankhead Road - 171552

  • Councillor Avril MacKenzie - - Councillor MacKenzie declared an interest as she had previously expressed her view on the application. Councillor MacKenzie spoke as a local member but took no part in the deliberation and determination of the application.

3.1 Declarations of Interest

  • Councillor John Cooke - Personal - Councillor Cooke declared an interest in item 6.3 of the agenda, land adjacent to Rubislaw Quarry, as he knew some of the objectors to the application. Councillor Cooke is also a member of the Board of Sport Aberdeen, and the owner of the quarry is a former member of the Board, however he did not know the owner personally. Councillor Cooke remained in the meeting during consideration and deliberation of the item as he did not consider his interest to be so significant that he had to withdraw from the considering the item.

6.4 Land adjacent to Rubislaw Quarry, Hill of Rubislaw - Residential Development comprising 299 Private Flats, Gym, Function Room, Public Heritage Bistro, Promenade, Car Parking and Amenity Space - 180368

  • Councillor John Cooke - Personal - Councillor Cooke declared an interest in the following item, land adjacent to Rubislaw Quarry, as he knew some of the objectors to the application. Councillor Cooke is also a member of the Board of Sport Aberdeen, and the owner of the quarry is a former member of the Board, however he did not know the owner personally. Councillor Cooke remained in the meeting during consideration and deliberation of the item as he did not consider his interest to be so significant that he had to withdraw from the meeting.

3.1 Declarations of interest

  • Councillor Neil Copland - Personal - Councillor Copland declared an interest in regard to item 6.1 (Land at Wellheads Road) as he is a resident in Dyce. Councillor Copland did not feel it necessary to withdraw from the meeting.

6.1 Land at Wellheads Road, Dyce - 181050

  • Councillor Neil Copland - Personal - Councillor Copland declared an interest in the following item, as a resident of Dyce. Councillor Copland did not feel it necessary to withdraw from the meeting and took part in the deliberation of the item.
