The Committee resolved:-

The Committee had before it a report by the interim Director of Corporate Governance which presented proposed changes to the conditions attached to Second Hand Dealers’ licences for approval.

 

The report recommended:-

that the Committee -

(a)          adopt in principle, the proposed amendments to the conditions; and

(b)          instruct officers to undertake the statutory variation procedures and report back to Committee once complete.

 

The Committee resolved:-

to approve the recommendations.

5.

Review of CCTV Policy for Taxis and Private Hire Cars - Removable Storage Devices - CG/15/89 pdf icon PDF 95 KB

Minutes:

With reference to article 4 of the minute of its meeting of 27 January 2015, the Committee had before it a report by the interim Director of Corporate Governance which presented the findings of the review of the Committee’s policy in relation to removable storage devices.

 

The report recommended:-

that the Committee -

(a)          amend the Licensing Committee’s CCTV Policy for Taxis and Private Hire Cars, as per the underlined red text in the document at Appendix 1, to permit the use of removable storage devices for the recording of video and audio data; and

(b)          in parallel, agree to re-emphasise the data protection legal obligations.

 

The Committee resolved:-

to approve the recommendations.

Taxi Licences - Permitted Roof Signs - CG/15/94 pdf icon PDF 58 KB

Minutes:

The Committee had before it a report by the interim Director of Corporate Governance which reiterated the current types of approved taxi roof sign used in Aberdeen and provided a proposed approach on how to clarify its policy on the permitted types of sign.

 

The report recommended:-

that the Committee instruct officers to maintain the status quo with the approved list of roof signs and take action to enforce these licensing requirements where necessary.

 

The Committee resolved:-

to approve the recommendations.

7.

Training for Taxi Drivers - CG/15/97 pdf icon PDF 44 KB

Minutes:

The Committee had before it a report by the interim Director of Corporate Governance which advised of the potential benefits of training for taxi drivers and the proposal for consultation with the trade on training requirements.

 

The report recommended:-

that the Committee -

(a)       note the contents of the report;

(b)       instruct officers from Legal and Democratic Services to carry out further investigations into the requirements for taxi driver training and undertake consultation with the trade; and

(c)       instruct officers from Legal and Democratic Services to report back to Committee on the outcome of (b).

 

The Committee resolved:-

to approve the recommendations.

Minutes:

The Committee had before it a statement of Committee Business from the Head of Legal and Democratic Services.

 

The Committee resolved:-

(i)        to remove item 1 (CCTV Policy); and

(ii)       to note the updates as contained in the statement.

The Committee had before it, for its consideration, the applications listed in Appendix A to this minute.

 

The Committee resolved:-

that all applications be determined on the basis shown in Appendix A and that all licences were subject to the Council’s standard conditions unless otherwise stated.

APPENDIX A

 

 

1.            GRANT OF A LICENCE FOR A HOUSE IN MULTIPLE OCCUPATION

Application Reference Number - 4/01

Premises - 7 Roslin Terrace, Aberdeen

 

The Committee had before it a report by Mr Ally Thain, Private Sector Housing Manager and two letters of representation.

 

Mr Thain advised that a further letter of representation had been received in respect of the application beyond the statutory time period within which such letters must be received (21-day period).  He further advised that the Committee might consider late representation if it was satisfied that it was reasonable for the respondents to make the representation after the deadline.

 

The respondent, Mrs Donaldson was present and explained why the letter of representation was late and why it should be considered today.

 

The Committee resolved:-

that the letter of representation by Mr and Mrs Donaldson be introduced into the proceedings.

 

The Committee heard from all three of the respondents, namely:  Mr Green, Mr Coutts on behalf of Mr Jones and thereafter Mrs Donaldson.

 

The Committee then heard from the applicants Mr and Mrs Anderson in support of the application.

 

The Committee further resolved:-

to defer consideration of the application until the works were completed, after which time the Private Sector Housing Manager could grant the application under delegated powers if appropriate.

 

 

2.            RENEWAL OF A LICENCE FOR A HOUSE IN MULTIPLE OCCUPATION

The Committee had before it a report by Mr Ally Thain, Private Sector Housing Manager and five letters of representation.

 

The Committee heard from Ms McIntosh on behalf of Mr Hughes and Mr Bennett.  The remaining three respondents were not present, nor represented.

 

The Committee then heard from the applicant Ms Douglas in support of the application.

 

The Committee resolved:

to grant the application.
